  • Import application for customs clearance

When imported goods are entered into customs, the owner of the goods must fulfil the application for declaration of goods in person at customs or appoint an agent to exchange bills (import permits from the Customs Administration must be submitted on time) for processing. Total shipments (including tea and tobacco) are allowed to be kept free of charge for 8 days, beyond which a demurrage charge is payable, which increases naturally. Unclaimed shipments after 3 months will be sold at public auction by Customs. During the 8-day free storage period, goods may be deposited in state or private untaxed warehouses or transported into simple refrigerated warehouses where they may be kept for up to 6 months.

1.Commercial invoice: The original invoice must be available and legally recognised by the Egyptian Consulate, but legal recognition is not required if a credit certificate is available.

2.Valuation list: When the importer submits an import application for a licence (if an import licence is required), the importer needs to submit a valuation list of the imported goods, also indicating the country of manufacture of the goods.

3.Bill of Lading: The name of the consignor, the name and address of the consignee, the designated port of discharge and the specification of the goods, a list of the goods, and the code of the bill of lading must all be registered.

4.Radiation certificate: Many agricultural products are imported and are subject to occasional inspection on arrival at the port, along with a specification of the product, which should certify that the product is not contaminated by radioactivity.

The Egyptian Ministry of Foreign Economic Relations and Trade has a list of goods that are prohibited from being imported and can be imported freely as long as they are not on this list. The list includes: textiles, ready-made clothing and poultry. Generally, if the invoice price of the imported goods corresponds to their fixed selling price, the invoice price is used as the basis for the imposition of its customs duty, which is determined on the basis of the invoice price of the first import of such goods, and if the invoice price is lower than the fixed selling price and the customs value is the fixed selling price, then the importer must pay the customs duty on the difference between the invoice price and the fixed selling price. If the invoice amount of the imported goods is less than the actual value of the goods, a penalty of 10% to 100% of the invoice amount of the goods is levied on the balance of the concealed value of the goods.
